Gotham is full of flame actives. It is, in fact, rare to find someone born in Gotham who isn't flame active. There are a few sky lines, but most big names have some cloud or mist.

The Court of Owls has most of Gotham's sky flame users, which doesn't help.

Inspired by The Poppy War by R. F. Kuang and my general love of phoenixes. My 7th grade art class assignment was to create a symbolic mask, so my phoenix represents the rebirth of our world surviving the pandemic and rising stronger than before the world went up in flames. (But actually I just really wanted to make a phoenix so that’s the official excuse.)
