After seeing Luigi's attempt to fib under interrogation in The Super Mario Bros. Movie, I was convinced Luigi couldn't lie to save his life.
Then Brothership happened, in which Luigi...
Tore off his disguise in the middle of a crowd of enemies two separate times when he got overexcited about soda.
Loudly proclaimed "yes!" when it was suggested he might be a spy in a spy side-quest.
In the same side-quest, nearly thwarted his ally's ruse by "correcting him."
Clearly, pretending to be someone he's not causes Luigi's mind to short circuit... UNLESS he's dressed as Princess Peach, in which case his performance is flawless.
Thus I have been brought to this logical conclusion:
Luigi's a great liar, but only if he's wearing drag.

One detail of The Super Mario Bros Movie I think about a lot is how, after Mario turns down the pasta Luigi brought him, Luigi shrugs and starts eagerly shoving it into his own mouth.
It seems like just a silly background gag at first, but it's one that implies he's still hungry, which adds up since he spent the entire dinner scene struggling get food while being pushed around and talked over by his uncles.
But it looks like after he finally got a plate of pasta, making sure Mario had something to eat took first priority, and that's beautiful I think.
One of my favorite things is little lines of dialogue like this that imply Luigi is perhaps the most underestimatable bastard in the entire Mario universe.
