All right, so I just noticed this and I wanted to point it out.
For the manga/anime art style, emotions are expressed heavily in the eyes, especially in the eyebrows. Looking at the side by side comparison here, Endeavor is angry/determined. That is clear in how his eyebrow angles sharply toward his eye in profile.
Dabi's eyebrow, in contrast, doesn't even touch his upper eyelid and it's not as sharp a line. It wavers subtly toward his hairline and upturns slightly toward his forehead. There's also the fact his eye is wide open and not narrowed like Endeavor's is.
That's not a furious expression. If you want to draw someone furious, you draw it angled like it is on Endeavor. What they did with Dabi's eye in this frame is an expression that usually indicates anguish, fear, or sadness. You can see it even better if you cover up the lower half of his face. In this circumstance, the anger element was mostly carried by the shape of his mouth (stretched open, bared teeth), the blood vessels in his eyes, and, in the animeβs case, the performance of the voice actors.
This scene is Dabi and Endeavor's first in-person encounter.
He is pissed/hurt his father didn't recognize him.
