Wanda feel like two different characters is because in most of the TV show we see Wanda pretending to be happy, pretending that none of the stuff from AoU and CW didn’t happened. She’s just pretending to live her perfect little sitcom home life fantasy. She IS ruthless. After all, she’s manipulating a whole town to do what she wants and she doesn’t give a single fuck about S.W.O.R.D. she only cares about living her perfect life, and she made very clear that if someone tries to stop her she gonna wipe ‘em out.
