hellsinker's manual is intentionally obtuse, in part for thematic reasons, but also in part to emulate the experience of trying to read the manual after buying a new game in an unfamiliar genre and forgetting like 90% of it before you play
in this section, tonnor finds the single most complicated possible way possible to explain "you have seven lives. if you get hit, you will lose one life."
this is followed by the single line
Let me explain. It's actually pretty well designed for its circumstances. It lives in an area prone to flooding, so it's built with massive sluice gates and spillways under the city to get the water out and stop it from getting in. Any excess water can flow pretty freely through the city, which means if they need to people can just grab a bucket and take some, purify it and use it for whatever they want.
It's got public transport in both monorail and subway form that goes allllll over the city. Not only that, but the subway does seem to be bigger, which makes a lot of sense as you'd rather not be in the sun on hot desert days. In fact, literally all the train lines that stop at Lemuria Hub are shown to be underneath ground level. Not only that, there's an entire network of roads that runs under the city streets with the subway for regular cars and trucks. You can see it by standing on the raised windows in the street area.
If you wait a lil, you can see cars and trucks pass!
In addition, from what we've seen the rest of the city seems fairly walkable if you're prepared for it. Despite being kind of wrecked and having construction all over the place, Splatsville is incredibly well designed for its location- it takes a Coober Pedy-like approach, making as many of the long travel distances underground so citizens can escape the heat and having the shorter ones on monorail so it doesn't crowd the train lines. But it's still walkable, and seems pretty well defended from floods in most cases.
