Inspired by this prompt
Clockwork suggests to Danny, who's been the king of the infinite realms for 6 years now, that he should take sometime off in a mortal realm. He doesn't feel like going back to his own dimension (you choose the reason), so Clockwork suggest another dimension where he thinks Danny might have fun.
Danny investigates the dimension, and finds it is a dimension where some humans, who are called meta-humans, develop powers, mostly during their childhood. Danny knows how tiring and alienating it is to grow with powers that one have to hide. He wishes to give this kids a safe space to experiment with their powers, but not as a weapon, just as part of themself.
He chooses to create a dance academy, because dancing is something in which you use your body and express yourself. It would be an excellent way to encourage this kids to use their powers while enjoying themself. He decides to open the dance academy in Gotham, were it seems metas may feel more pressure to keep themself hidden. With his ability to see and feel the differences in soul it's easy to identify metas, so he starts scouting kids for the academy.
Of course convincing the kids that it's just a a dance academy that wants to create a save space for metas, instead is of a trafficking ring, is difficult. But once he gets the first couple kids in, slowly more come too.

Bruce is worried about the new possible meta gang that it's forming on Gotham, and sends Duke undercover.
It's hasn't been long since Duke joined the bats, and this is his first official undercover mission. He's excited at the start, feeling proud that he's been trusted with an independent job, but then he finds out that the "gang" it's just a dance academy. He's a little disappointed, thinking that this job is more of a probation thing than anything, since there isn't anything suspicious.
The bats tell him to stay in the dance academy, because maybe the dance thing is just a cover up and they'll reveal their real motives when he's actually accepted in the group. And Duke takes it as them wanting him to have a meta support system. See? He's learning to understand how the bats show love to each other!
Duke finds himself enjoying being in a dance group. It's a lot of fun. Danny it's fantastic, he has a lot of powers and isn't scare to show them. Which makes everyone in the group feel so much safer to use their own.
Danny encourages them to integrate their powers in their dance. It's freeing. Their powers are treated as a normal part of them, and not as this exotic ability that has to be controlled. It's such a safe space that all of them have gotten used to using their powers for day to day stuff when in the dance studio. It all feels so casual because no one bats an eye to it. There's no talk about how they should try to do things "normally," or limit their use of their power.
Danny: "Why would you? That's your normal, and this place is safe for you to just be you."
Duke realizes a bit late that the bats were actually suspicious of the group, and that his placement there wasn't really a probation. He's glad to know he was actually trusted with a job, but, he had really thought that every time they had asked about his day with the group was because they were interested in how he was doing. That they were showing love and interest in him in that evasive ways the bats did, and it kinda suck to know it wasn't the case. It also meant that he had to confront their family in their clear meta-discrimination.
"Would you have been so suspicious if it wasn't a meta group? No. Other than them all being metas there wasn't anything off. No proof of fights, no proof of robberies, no proof of trafficking, nothing.
There's no proof of anything other than a group of teens dancing, and you know that because you checked it out before sending me.
Like, I don't blame you for checking it, I'm not naive, but you were so sure it was a gang, just because they were metas. That's fucked up guys."
DP x DC Writing Prompt
For whatever reason, Tim hires Danny as a bodyguard/assistant (unaware of the ghost powers until later). Tim only did it for appearances but hey, Danny is actually really good at his job and understands completely that sometimes, Tim just needs to disappear for a bit and that it just happens to coincide with there being a problem in Gotham. Danny even lets Tim drink all the heavily caffeinated coffee he wants and doesn’t try to limit it like Tam tries to do (considering Danny drinks just about the same amount… (Tam tried to have an intervention, it did not work)). It’s going great…
… then Tim realizes that Danny has been bodyguarding him and secretly assisting him while Tim is out as Red Robin (how does Danny know Tim is Red Robin? Who knows). Eventually, Tim learns to accept it and you know what? Danny is a great partner to have… on the field… behind the scenes, that is definitely what Tim meant…
Then one day, while Tim is drinking the coffee Danny prepared for the both of them, he realizes where they both are and has just one question:
“When did Danny become his roommate?”
So! For the first few weeks after his accident, whenever Danny would try to help the people of Amity Park, he would be treated as a Villain.
No matter if he had just defeated the Big Bad of the Week or saved a Cat from a tree, everybody in town only saw him as a Monster or Villain to he feared and hunted down. Danny was really getting sick of trying to get them on his side, until Sam made a suggestion.
"Why not just...play into it?" She said, barely looking up from painting her nails.
It was just an offhand suggestion, but it stuck with Danny. Why shouldn't he lean into it? The people of Amity Park already saw Ghosts as Evil, and they already assumed he was in cahoots with the Ghosts attacking the town. Why shouldn't he just...play into it?
So he does just that.
From that day on, whenever Phantom was spotted he would dramatically monologue about his Evil Plans, or claim that another Rogues attack on the City was his own act of terror.
Box Ghost destroys the towns Warehouses? It was on his orders.
Ember mind controls masses of Teenagers? All part of his Plans somehow.
Every Adult in Town is kidnapped by Young Blood? Danny gave them over to a friend as a Gift.
He crafts an identity for himself as the most Vile and Horrible Ghost that has ever attacked the City, using his own infamy to cement his legend even more firmly. The town only sees a Monsterous Villain, who has eveded capture near effortlessly for months on end, who constantly attacks their City and gets away with it.
Of course he still needs an excuse for how his plans keep getting stopped, and he gets it when his girlfriend Valerie becomes the Red Huntress. Before that, he just claimed infighting or the Fentons getting lucky, but Valerie becoming the Town's Hero meant he had a plausible excuse for how he kept getting "Foiled".
Val was suspicious, because she was not as involved as Phantom painted her to be, but in the end she had no proof of him faking his defeats. And she couldn't come up with any explanations for why he would do that in the first place. I mean, who would fake being a Supervillain? It had to he something else.
This did come back to bite him a while later, when the Justice League decided that enough was enough, and dispatched Justice League Dark to recruit Red Huntress and help Deal with him.
Coincidentally, that was the same day Pariah Dark attacked the Mortal Realm and sucked Amity Park into the Ghost Zone.
And honestly? Danny had spent over a Year proclaiming himself as a Villain who commanded Ghosts to attack the Human Realm, and he had heard about the Right of Conquest being Absolute in the Ghost Zone, so why not make it official? Why not overthrow the Ghost King, become the Ghost King, and cement his identity as a Villain while also forbidding Ghosts from entering the Human Realm without his permission?
He may have gotten a bit carried away and forgotten that the Villain thing was a disguise...but hey! He was still preventing Ghost Attacks! ...mostly. That's got to count for something right?
He may have let the Bit run a bit too far...

Point being, he knew when Pariah Dark got taken down by a kid.
He also knew that, whether or not that kid became the next High King, there would be a lot of attempts to summon him.
Further investigation revealed the flimsiest secret identity he'd ever seen, and also that the kid was like fourteen. Fifteen, max.
So he started his own personal campaign; he spread false rumors about the One Who Defeated Pariah Dark.
Gave the wrong summoning sigil out like candy, lied and said that the kid was strong enough to ignore his own summoning and send innocents in his stead because it was funny, interrupted as many potential summonings as he could, and overall kept an ear out for the kid.
He slipped Batman the information on the GIW, and to the surprise of no one it was dismantled in three months flat.
He made offerings to the kid, but charmed them so that they were bathed in the strongest protection wards he knew, just in case the kid had to go against his own parents. He made sure they were things a teenager would like; hoodies with NASA branding or space themes, backpacks from the DOOMED franchise, school supplies that were not themed because there was a limit to how much someone could do that before the other kids made fun of them, etc.
The kid has no idea he exists, which is great considering his uh. Luck. Better the kid doesn't know. Better he never starts thinking about the kid by his name.
Except at some point, he started doing that.
At some point, he started caring.
And worse, after that point, some of his enemies started to notice and hone in on Danny.
It's not a habit. No matter how often Dick chides him on it or Steph teases or even Duke looks at him for too long whenever caught.

Tim doesn't always search up his classmates, not if they're not at least a bit susupious and show signs that the current gotham villains have.
So yeah, it definitely isn't the first time he did this, but he clearly stopped many of them from becoming villains! Simply break into their home as Red Robin and say, "I have been watching you." it usually stops them before doing something.
He was planning on doing that to his new classmate, who just kept showing the same signs.
Danny Fenton, alias Phantom, the villain from Amity Park.
Tim knows teenage villains can redeem themselves, but from hsi research, Phantom had just disappeared!
Now he's here in gotham, in his class, studying the same thing Tim is.
How can he not break into his home to supervise??
Here comes the difficult part, Phantom doesn't seem to live in Gotham. No address, no cameras. Nothing.
A bug? Gets destroyed. Getting followed? He loses Tim every time.
Danny just keeps walking into different ares and disappears.
Danny phantom stood in an altar. Soon he will borrow bit of clocky's powers to look into the future.
Danny phantom saw universes ravaged by monsters beyond comprehension. Outer gods.
His family killed. Ghostly and Human. Both.
And him. Powerless to stop it.
So he took it on himself. But then realized what he would be giving up.
Humans were weak towards the madness that followed them. His human half was a problem. So he separated himself.
He ripped himself up. Took everything that was human. His empathy, humanity, love, emotions. Anything that made him the slightest likeness of a human. And all that was left was his obsession to protect.
And he put all of the good and bad parts of himself into a body. Black hair, blue eyes. He gave everything he truly loved to Danny, and also gave a small bit of his power. Just so a random car accident won't end him.
Phantom smiled. Soon they would be Danny phantom again.

it had been a millennia? Phantom doesn't know. Time was weird here. Time doesn't exist here. His lovely grandfather's presence was not here. Phantom cringed at the reminder of home. How he wished he had not run off. Told his goodbyes. And accepted the help
Through duplication, he managed to set up a frontier.
They were finally starting to win against these monsters. Not that anyone knew.
All they knew was Phantom ran off.
Most didn't even know about the existence of Outers.
Those that did were probably worrying about him.

Danny felt weird. He guesses forgotten memories would do that to you. He had been part of the justice league for a while now. PAIN PAIN PAIN PAIN PAIN PAIN
It felt like he was forgetting something important. You have to get back phantom
And it has been pretty good.
Until.
Until eldritch abomination had showed up.
And another one. This one resembling auroras. Space. It felt familiar.
So, a lot of people have suggested Danny meeting Klarion, as Klarion in a way could be classified as a particularly mischievous spirit. Well, I propose Klarion, Danny, and Discord meet.
After all, Discord was introduced as a spirit of Choas. Not to mention a Lord of Choas. Would that mean he would have more jurisdiction over Klarion or would it be the other way around?
Maybe, since Clockwork is Danny's pseudo-dad, Discord could be Klarion's pseudo-dad. And Clockwork and Discrod set up a little playdate between the two.

Danny was tense. His biofamly and twin sat on one side away from the door and his adoptive family sat on the other. His friends and sister stood by the door with his go bag in case they both attacked. They had given up their weapons (yes all their weapons Danny checked) but they all were still dangerous.
Danny was tense everyone was tense.
Sighing Danny pulled the sheet from the board up front and read aloud.
"My full name and title is
Daniel "Danny" James Fenton
Born Danyal min Alkhafafish al Ghul
Biological child of Bruce Thomas Wayne and Talia Ghaya al Ghul
Twin to Damian r'as Alshaytan al Ghul Wayne

Also known as Inviso-Bill and later Danny Phantom

There was a shocked silence and then Chaos broke loose.
Refuge
Danny was not retired, technically he came when people needed him, he helped or protected them as the case may be. It just turned out that over the years they stopped needing him.
And that was fine, it meant humanity could take care of itself, it meant they were safe. That was what had to matter, no matter that deep down, the halfa was hurt by the information.
It was harder to accept change when you weren't part of it. Danny was immortal, eternal, and powerful, things that no longer fit the world. Not with all the heroes and wizards running around, not with Amity Park fading away, becoming nothing more than a part of his memories.
He fit in perfectly in the Realms, sure, but he knew that if he stayed there too long he'd stop feeling human, and that was dangerous.
So, no, Danny wasn't retired. But he lived in a simple house in Metropolis, though sometimes he got tired of Superman being able to hear literally everything and moved to his house in Fawcett. He used to switch between the two houses frequently, not that it was difficult since he had figured out how to make portals.
He had a few friends, like the orphan boy who lived at the train station and Conner, a teenager who sometimes just needed a house to stay in when he couldn't stand his father.
Neither Conner nor Billy minded his age, which was comforting, although they both got curious when he visited the other house. Danny didn't know how to explain that Eternity Rock and Superman made him nervous if he stayed too long (he didn't like feeling watched), so he just shrugged and told them he had two houses.
Neither of the kids understood but they accepted it. They both had a habit of calling him "Uncle", Danny thought it was odd, given that his appearance wasn't exactly...adult, but it seemed they were comfortable with that, and he left them alone.
Apparently his house (occupied or not) had become a haven for them. Danny always greeted them with a sandwich, or cookies, even though he felt like a grandmother doing so. He smiled for the first time in years, feeling happy to fit into someone's life.
That's why it was quite disconcerting to find the Justice League outside his door asking him to join them. Danny chuckled internally, because the current heroes actually believed they could force him into something, but he accompanied them anyway.
Superboy and Captain Marvel scowled at the League as soon as they entered the Watchtower, when they were told they were bringing in a "dangerous individual" they didn't expect to see their unofficial uncle.
