Wataru doesn't forgive Eichi for what he did, he said so himself and his main reason for joining fine was just to end the war against the Oddballs. WataEi is highly toxic and no one sees it from Wataru's pov, you just see the act he puts on around Eichi (and toxic relationships aren't always visibly toxic or even toxic 100% of the time).
